National Health Security Administration: The 11th batch of centralized procurement has optimized the selection of "anchor points" for price difference control, and will no longer simply choose the lowest bid.
Regarding the "anti-inward cycle" principle of the 11th batch of group purchase, the National Medical Insurance Administration proposed to optimize the "anchor point" for price difference control. In response to this, the relevant person in charge of the National Medical Insurance Administration pointed out that in order to ensure fairness, this group purchase will continue to control the selected price difference to a certain extent. At the same time, in order to prevent individual companies from quoting abnormally low prices in order to "trip" other companies that are quoting normally, leading to excessively low selected prices for the entire variety, this group purchase has optimized the selection of the "anchor point" for price difference control and will no longer simply use the lowest quotation. When the "lowest price" is lower than 50% of the "average price", the "average price" will be used as the anchor point for price difference control. According to the National Medical Insurance Administration, experts have simulated the quotation situation of over 200 varieties in the 7th-10th batch of group purchases. In situations where the highest quotation and the lowest quotation are more than 1.8 times apart for certain varieties, about 1/4 of the varieties trigger an increase in the "anchor point" based on the existing rules. In comparison to the lowest quotation, the average increase is 34% and the maximum increase is 170%, effectively playing a role in "anti-inward cycling".
