The China Banking and Insurance Regulatory Commission is soliciting opinions on the "Implementation Measures for the Administrative Licensing of Rural Small and Medium-sized Bank Institutions by the China Banking and Insurance Regulatory Commission". The opinions suggest that the establishment of rural commercial banks and rural commercial joint banks should meet the following conditions: have articles of association that comply with the Company Law of the People's Republic of China, the Commercial Bank Law of the People's Republic of China, and relevant regulations of the regulatory commission; rural commercial banks should be established based on rural commercial banks, rural cooperative banks, rural credit cooperatives, etc., and rural commercial joint banks should be established on the basis of provincial rural credit cooperatives; the registered capital should be paid-up capital, with a minimum amount of 50 million RMB; have directors, senior management personnel, and qualified practitioners familiar with banking business who meet the qualifications for appointment; have a sound organizational structure and management system; have operational premises, security measures, and other facilities suitable for business operations.
