The Ministry of Ecology and Environment recently issued a notice to further strengthen the supervision of the entire chain of substances that deplete the ozone layer and hydrofluorocarbons. The notice requires the strengthening of production quota permit management, strict sales record management, strengthening the use of quota permits or record management, improving maintenance, scrapping, recycling, reuse, and destruction record management, standardizing the management of by-products, and proposing the establishment of a sound system for data retention and submission, as well as strict supervision and enforcement, etc. According to the notice, the ecological and environmental departments at all levels should strengthen communication with departments responsible for development and reform, industry and information technology, emergency management, and market supervision, focusing on key areas such as fluoride chemicals, sales, air conditioning, and foam. Strengthen surveys of industrial parks and industry enterprises, and strengthen daily supervision of activities related to the production, sale, and use of controlled substances. Fully utilizing means such as automatic monitoring, multi-department information screening, big data analysis, on-site verification, etc., enhancing the ability to discover and identify problem clues, improving the precision and effectiveness of supervision and enforcement.
