Ministry of Commerce and 5 other departments: Strengthen the interconnectedness of the international trade "single window" in the Beijing-Tianjin-Hebei region and construct a "Beijing-Tianjin-Hebei collaborative service zone" with high standards.
The Ministry of Commerce and five other departments have issued a "Work Plan to Support Beijing in Piloting the World Trade Organization's Electronic Commerce Agreement". The plan proposes expanding the "single window" service for international trade, supporting companies in using the "pre-declaration" method to handle customs clearance procedures through the "single window" for international trade, completing the declaration and document verification process before the goods arrive at the port, and improving customs clearance efficiency. Additionally, it aims to further expand the functions of China's international trade single window, promote the extension of the "single window" functions to port logistics, trade services, and other aspects, and comprehensively promote the application of the service trade zone. By leveraging China's international trade single window, a rapid customs clearance system for large events such as exhibitions, performances, and competitions will be established in Beijing, effectively connecting data from event organizers, participants, regulatory authorities, customs, and agent companies to optimize the rapid customs clearance process for event-related materials. Furthermore, efforts will be made to strengthen the interconnection of the international trade "single window" systems in the Beijing-Tianjin-Hebei region and construct a high-standard "Beijing-Tianjin-Hebei Collaborative Service Zone" to further expand cross-border trade service functions, fully leverage information integration and sharing, achieve mutual recognition of user systems, mutual use of specialized functions, and sharing of logistics data among the international trade "single windows" in the three regions, and provide integrated "clearance + logistics" collaborative application services for foreign trade enterprises in the three regions.
