The Shanghai Municipal Commission of Economy and Informatization and five other departments jointly issued the "Measures for Further Promoting the High-Quality Development of the Cosmetics Industry". Among them, it is proposed to support Fengxian District in focusing on efficacy skincare, makeup, hair care, and light medical beauty, to build the "Oriental Beauty Valley" China's cosmetics industry capital. Support Jing'an District to focus on the deep integration of dermatology, AI technology, and beauty health, to build the "Beauty Innovation Jingjie" innovative ecological community. Support Qingpu District to focus on the development of functional skincare products, fragrances, and domestic brands. Support Baoshan District to focus on the development of natural plant-based cosmetics and emerging brands. Support the layout of the Shanghai Chemical Industry Zone's raw material pilot platform and production base, and develop high-end functional raw materials.
