Zhang Shuming, member of the Party group and deputy director of the Provincial Development and Reform Commission, introduced that in the first half of 2025, the private economy contributed more than 67% of the province's total production value, more than 70% of the tax revenue, more than 80% of the imports and exports, more than 85% of the employment, and more than 90% of the number of enterprises, surpassing the achievements of the "13th Five-Year Plan". They have made significant contributions to promoting innovation in Zhejiang's construction: There are already 47,000 high-tech enterprises in the province, 233 national manufacturing single champion enterprises, and 1801 specialized and new "little giant" enterprises, the vast majority of which are private enterprises. The research and development expenses of the "415X" advanced manufacturing cluster accounted for 3.5% of the operating income, surpassing the end of the "13th Five-Year Plan" by 0.9 percentage points. They have made significant contributions to promoting foreign opening and upgrading: Over 2 million Zhejiang businessmen are investing and starting businesses globally, ranking second in the country in terms of the number of overseas enterprises established; the number of private enterprises with export performance has surpassed 100,000, an increase of 18,000 from the end of the "13th Five-Year Plan". They have made significant contributions to promoting the demonstration of common prosperity: During the "14th Five-Year Plan" period, a total of 2,197 targeted employment "common prosperity workshops" have been built, absorbing 109,000 surplus rural labor and 14,000 low-income rural households.
