Li Chunjiang, a first-level inspector of the Certification Supervision Department of the Market Supervision Bureau: The frequency of "unannounced" flight inspections in the certification mode and after certification.
Recently, a series of quality and safety incidents involving power banks have occurred. The State Administration for Market Regulation attaches great importance to this issue. In combination with the production process of power banks and their key safety components lithium batteries, the administration has issued a notice on the implementation rules for mandatory product certification for mobile power sources, lithium ion batteries, and battery packs. The certification mode now includes initial factory inspections before certification and unannounced flight inspections after certification, as well as changing the sample collection method from enterprise-submitted samples to on-site random sampling, in order to further strengthen the supervision of CCC certification. The field of power banks has been included in the scope of random inspections and public disclosures by CCC certification institutions by 2025. Currently, relevant CCC certification institutions and laboratories have been inspected, and any issues discovered will be assessed and addressed accordingly.
