Six departments: strictly prohibit the addition of cement clinker and flat glass production capacity, new construction and renovation projects must formulate capacity replacement plans.

The Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, and the Ministry of Agriculture and Rural Affairs have issued the "Work Plan for Stabilizing Growth in the Building Materials Industry," strictly controlling the capacity of cement and flat glass production. It is strictly prohibited to increase the production capacity of cement clinker and flat glass, and new construction and renovation projects must develop capacity replacement plans. It is strictly prohibited to transfer production capacity of cement clinker and flat glass from non-key areas for preventing atmospheric pollution to key areas for preventing atmospheric pollution. Cement enterprises must develop capacity replacement plans for excess projects by the end of 2025 to promote the unity of actual production capacity with filed production capacity. Implementing comprehensive standards such as quality, environmental protection, energy consumption, and safety, eliminate outdated production capacity of cement and flat glass in accordance with the law and regulations, and gradually phase out enterprises with low environmental performance.
