On September 21, at the 2025 Pujiang Innovation Forum Regional Innovation Development Forum, the "China Regional Science and Technology Innovation Evaluation Report 2025" was officially released. The report shows that in 2025, the overall level of comprehensive scientific and technological innovation in the country increased by 1.77 points compared to the previous year, with 21 regions including Xinjiang and Hainan surpassing the national average growth rate. The report also shows that China's regional scientific and technological innovation level can be divided into three tiers: leading innovation regions, including Shanghai, Beijing, Jiangsu, Guangdong, Zhejiang, and Tianjin; medium innovation regions, including Hubei, Chongqing, and Anhui among 22 other regions; and catching-up innovation regions, including Qinghai, Xinjiang, and Tibet.
