From September 13th to 17th, Li Guoying, the secretary of the Party Group and Minister of the Ministry of Water Resources, conducted a research on water conservancy work in the headwaters of the Yangtze River and Nagqu, Tibet. Li Guoying pointed out that it is necessary to adhere to ecological priority and green development, to jointly protect the environment without large-scale development, to legally delimit the management scope of the source areas and announce it to the society, to strictly protect it, and to prohibit illegal occupation of the protected areas. It is necessary to urgently establish a monitoring network system in the source areas, strengthen data collection and information sharing, and timely and comprehensively grasp the meteorological, hydrological, and underlying elements in the source areas, and strengthen safety risk forecasting and warning. It is necessary to adhere to comprehensive governance of mountains, rivers, forests, fields, lakes, grasslands, sand, and ice, systematic governance, and governance at the source, and enhance the water and soil conservation function of the source areas. It is necessary to further improve the implementation of the river and lake chief system, tighten the responsibilities of river and lake chiefs at all levels, promote the river and lake chief system to be responsible and effective, and effectively protect the ecological security of the headwaters of the Yangtze River.
