On September 17, Zhang Yuzhuo, director of the State-owned Assets Supervision and Administration Commission of the State Council, stated at the press conference on the theme of "High-quality completion of the 14th Five-Year Plan" held by the State Council Information Office, that since the beginning of the 14th Five-Year Plan, central enterprises have made new progress in the construction of a modern industrial system. Central enterprises adhere to the foundation of the real economy, consolidate the advantages of traditional industries, cultivate the potential of emerging industries, and strive to open up new growth space. On one hand, the development of strategic emerging industries has reached an unprecedented level, with central enterprises launching new industry revitalization actions, future industry takeoff actions, enterprise cultivation projects for industry takeoff, and in-depth implementation in new industrial areas, with an average annual investment growth rate of over 20%. 30 modern industrial chains have been established, actively playing a leading and driving role, creating a number of world-class industrial clusters in fields such as next-generation information technology, new energy, new materials, and high-end equipment. On the other hand, the pace of industrial transformation and upgrading is accelerating with targeted actions, with a cumulative layout of over 800 application scenarios and the establishment of 1854 intelligent factories through digital transformation actions. Energy consumption and CO2 emissions per unit of output have decreased by 12.8% and 13.9% respectively. Zhang Yuzhuo stated that high-end, intelligent, and green development is becoming a distinct characteristic of central enterprises.
