Li Jiachao: Strengthening the top-level design of commodity policies, will establish a "commodity strategy committee"

On September 17, the Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, delivered the "Policy Address 2025" at the Legislative Council. Lam stated that the Hong Kong government will establish a "Commodity Strategy Committee", led by the Financial Secretary and consisting of industry representatives, to strengthen the top-level design and long-term strategic formulation of commodity policies. In addition, Hong Kong will continue the direction set in last year's Policy Address to promote the development of the commodity trading ecosystem in Hong Kong, including: Hong Kong Exchanges and Clearing Limited (HKEX) has approved eight delivery warehouses in Hong Kong for the London Metal Exchange, and Hong Kong will support the industry in establishing more recognized warehouses; provide a half-tax concession for commodity traders to settle in Hong Kong, boosting demand for shipping and professional maritime services in Hong Kong; optimize international commodity trading processes through financial innovation, including testing electronic bills of lading and tokenization of deposits in collaboration with the Hong Kong Monetary Authority and the Central Bank of Brazil, in order to facilitate trade; deepen connectivity and development with the Guangzhou Futures Exchange and other mainland commodity markets to support the internationalization of the national commodity markets.
