According to the Zhitong Finance and Economics APP, the National Development and Reform Commission and the National Energy Administration recently issued a notification on the "Guidelines for the Construction of Continuous Operation Regional Electricity Spot Markets". Among them, it is proposed to support various regions in exploring the improvement of the spot market mechanism under the comprehensive entry of new energy into the market. The notification emphasizes the need to coordinate market competition and system operation, optimize the spot market clearing mechanism, and form real-time price signals that reflect supply and demand relationships and regulate costs. In regions where day-ahead trading is conducted, the clearing and settlement of quantity and price information declared autonomously by the operating entities on both sides of electricity consumption and generation will be carried out, and users will be incentivized by day-ahead price signals to reasonably arrange production plans and participate in system adjustment. The improvement of reliability in the combination of generating units is accelerated, based on load forecasting and new energy power forecasting, to optimize the formation of generating unit combinations and ensure the safe and reliable supply of electricity in the market environment. Participation mechanisms of various types of market entities in the spot market will be improved. The notification also promotes the participation of both the demand and supply sides in the spot market, encourages new types of operating entities such as virtual power plants, intelligent microgrids, and new energy storage to participate in spot market competition through "quantity declaration and price quotation", and explores declaration and settlement based on node/zone electricity prices. The notification also supports "power generation + energy storage" as a joint bidding entity to participate in the spot market.
