Dongguan introduces multiple measures to optimize real estate policies: continues the phased housing purchase subsidy and increases support for housing provident fund withdrawals.
Dongguan has introduced multiple measures to optimize its real estate policies, effective from September 29, 2026. On the demand side, first, it will continue to implement phased housing purchase subsidies, granting eligible buyers who purchase new homes a subsidy of 2% of the total purchase contract price, capped at no more than 30,000 yuan, to spur the release of housing demand. Second, it will increase support for housing provident fund withdrawals. In accordance with the requirements of the Regulations on the Management of Housing Provident Funds, renovation costs and property management fees will be included in the scope of provident fund support, with specific withdrawal rules clarified, to further ease the housing burden on residents. Third, it will further optimize the criteria for determining first-home status. When applying for commercial loans, the scope for reviewing first-home eligibility for second-hand home purchases will be adjusted from the city's entire administrative area to the town or subdistrict where the intended property is located, expanding the coverage of preferential policies for first-home loans. On the supply side, first, it will refine the mechanism for coordinating land supply with real estate development. Each town and subdistrict may, in light of the citywide new commercial housing inventory destocking cycle, reasonably add high-quality residential land supply, and further refine and clarify the scope of control over commercial and office land, promoting supply-demand balance through source control of land. Second, it will encourage multiple channels to revitalize existing resources. By encouraging self-owned operation, converting non-residential properties into affordable housing, and acquiring properties through the judicial auction market, it will promote the revitalization and destocking of existing commercial and office spaces.
