Two departments: Strengthen the supporting role of coal power.
The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for the Construction of a New Power System." The plan proposes to continuously optimize the installed capacity structure of coal power. It will steadily and orderly implement the shutdown of coal power units. Encouragement will be given to transform and build new energy storage and phase adjustment facilities using the existing sites and equipment of shut-down coal power units. By 2030, the proportion of clean and efficient coal power units with a capacity of 600,000 kilowatts and above will increase by more than 10 percentage points. The scale of coal power will be reasonably controlled. Strict implementation of the national carbon peak and carbon neutrality strategy as well as the requirements for air pollution prevention and control in key regions will be enforced, along with the implementation of the new standards for thermal power construction, to promote the completion and operation of the coal power projects that have been included in the plan.
