Shanghai has launched a special campaign to rectify four types of illegal and irregular behaviors in the field of government procurement for the year 2026.

The notice on the "Special Rectification Work for Four Types of Illegal and Violative Behaviors in the Field of Government Procurement in Shanghai for 2026" has been officially released. According to the notice, the Shanghai Municipal Finance Bureau, in collaboration with the Municipal Public Security Bureau and the Municipal Market Supervision Administration, has decided to jointly carry out special rectification work for the "four types" of illegal and violative behaviors in the field of government procurement in 2026. The key content of this special rectification work includes: procurement entities giving preferential treatment to local enterprises, directing to specific suppliers or specific products, imposing unreasonable conditions on suppliers such as supplier registration location, ownership structure, organizational form, equity structure, investor nationality, years of operation, business scale, and financial indicators to implement discriminatory treatment; agency institutions charging fees in violation of regulations, and delaying the return of security deposits; suppliers providing false materials such as testing reports, certification certificates, contract performance, and small and medium-sized enterprise declaration letters in order to gain bids; suppliers mixing bidding documents, exhibiting abnormal consistency, transferring bid guarantees from the same account, entrusting the same unit or individual to prepare bidding documents and handle bidding matters, among other collusive behaviors. Additionally, supervision and inspection will be carried out on key regulations such as the lawful public release of government procurement information, implementation of government procurement policies, timely signing of procurement contracts, subcontracting or illegal subcontracting of contracts, and timely payment of contract amounts, in accordance with the actual working conditions in our city.
