On the morning of August 2, the National Defense Office and the Ministry of Emergency Management organized a joint consultation with the China Meteorological Administration, the Ministry of Water Resources, the Ministry of Natural Resources, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, and other departments to assess the recent strong rainfall situation and to study and deploy flood control work in key areas. The consultation pointed out that recent precipitation mainly occurred in the southwestern and eastern northwestern regions, northeastern regions, and southern China, with a stable and narrow rain band and high overlapping intensity; the mainstream of the Songhua River from Zhaoyuan and Tonghe to the Jiamusi section remains above the warning level, and some reservoirs in provinces such as Jilin and Heilongjiang are operating above flood control water levels, making the flood control situation still severe. The consultation emphasized the need to enhance political awareness and earnestly implement the important instructions of General Secretary Xi Jinping, maintaining a high alert on flood safety. As we enter the "Eight Up" stage, localities and departments should strengthen risk awareness, firmly establish the bottom line thinking and extreme thinking, consider risks more comprehensively, implement measures more solidly, and ensure that flood control responsibilities are pushed down to the grassroots and the smallest work units, enhancing the penetrative force of work deployment. A dense monitoring and early warning network should be established, focusing on remote mountainous areas, small and medium rivers, and mountain flood outlets, especially upstream in key areas where people gather, such as villages, tourist attractions, and nursing homes, adding monitoring equipment as needed and deploying manual lookouts if necessary. During key periods such as nighttime and during heavy rainfall, rolling forecasts should be conducted, issuing early warnings in advance, ensuring that the responsibility and obligation to relay flood warnings downstream are solidified, achieving a situation where "the upstream sounds the alarm, and the downstream evacuates quickly."
