Hainan will create a brand of "global duty-free shopping center"

Recently, the General Office of the People's Government of Hainan Province issued the "Plan for the Construction of Hainan International Tourism Consumption Center during the 15th Five-Year Plan", which systematically deploys the path and measures for the construction of Hainan International Tourism Consumption Center in the next five years, clearly proposing to build an internationally influential tourism consumption center by 2030. In terms of development goals, the plan sets 16 expected indicators. By 2030, the province plans to receive a total of 154 million domestic and foreign tourists, with the added value of the tourism industry accounting for 9% of GDP; the amount of duty-free shopping on outlying islands will exceed 50 billion RMB, the number of inbound tourists reaching 3.5 million; and the global non-archipelago island tourism destination competitiveness ranking will jump from the current 7th place to the 3rd place. The plan proposes to focus on building Hainan as an international consumption fashion leader, an ocean-themed cultural and tourism destination, a mountain-sea coordinated all-region tourism practice site, a unique functional tourism platform, and a destination for in-depth tourism technology experience during the "15th Five-Year Plan" period. In the field of fashion consumption, it will promote the development of "regional first store, industry leading brand, brand debut, and new product launch", and build a global fashion boutique debut highland; in terms of marine tourism, it will enrich cruise routes and products, accelerate the development of yacht tourism, and build a marine sports product system; in terms of all-region tourism, it will create a tropical rainforest eco-tourism circle and improve the layout of low-altitude tourism projects; at the same time, it will accelerate the promotion and application of aerospace, deep-sea, seed industry, and digital technology in the tourism field. The plan clearly strengthens the leading role of Haikou and Sanya. Haikou will focus on "tourism + performing arts", build a duty-free shopping highland, and upgrade the quality of cultural and travel consumption products; Sanya will create an international high-end tourism consumption carrier, continuously expand yacht tourism routes and diversified consumption products, strengthen the romantic marriage brand, and shape an international tourism consumption environment. In addition, Hainan will foster six distinctive tourism consumption aggregation areas, including Danzhou Cultural and Entertainment Tourism Consumption Aggregation Area, Qionghai Bo'ao Lecheng International Medical Tourism Consumption Aggregation Area, Lingshui Li'an International Education and Leisure Tourism Consumption Aggregation Area, Wanning Sports Tourism Consumption Aggregation Area, Wenchang Aerospace Tourism Consumption Aggregation Area, and Tropical Rainforest National Cultural Eco-tourism Consumption Aggregation Area, to comprehensively enhance the competitiveness of tourism consumption.
