After investigation, Zhaojue County in Sichuan Province, as a former impoverished county, relied mainly on higher-level transfers for fiscal expenditure, allocated fiscal funds to produce and promote 3 cultural and tourism propaganda songs, with a budget of 1.49 million yuan; the Department of Culture and Tourism of Hubei Province used fiscal funds to arrange for its affiliated institution Hubei Vocational Art College to produce and promote 1 cultural and tourism propaganda song, with a budget of 3 million yuan. After the start of the learning and education, Zhaojue County in Sichuan Province, the Department of Culture and Tourism of Hubei Province, and Hubei Vocational Art College did not compare and discover the problems with the above-mentioned projects according to the requirements of the Party Central Committee, and continued to push forward related procurement work without stopping the projects in a timely manner; the implementation of the Party Central Committee's requirements for government organs to lead by example in frugality was inadequate, and without a serious evaluation of the propaganda effect, they blindly pushed forward with the procurement projects of cultural and tourism propaganda songs; the decision-making process was not scientifically rigorous, lacking full justification, and displayed subjective bias, which is a typical deviation in the view of achievements. The issue of the view of achievements is a fundamental problem, related to the Party governing for the public and serving the people. The Party Central Committee has repeatedly emphasized the importance of establishing and practicing the correct view of achievements, and this year it has deployed a learning and education campaign throughout the Party. In the process of learning and education, Zhaojue County in Sichuan Province, the Department of Culture and Tourism of Hubei Province, and Hubei Vocational Art College have disconnected learning from application, not adhering to the actual use of fiscal funds to purchase cultural and tourism propaganda songs, reflecting that some local leaders and cadres are not clear in understanding the importance of establishing and practicing the correct view of achievements, and have not effectively implemented the deployment requirements of learning and education.
