Regarding third-party platforms for online catering services, Shanghai requires the comprehensive implementation of substantive review and the promotion of electronic licensing use. Platforms such as Meituan, Taobao, and others have upgraded their audit mechanisms, using a three-step process of "AI intelligent pre-audit + manual review + offline verification," connecting to government license data to plug loopholes in qualification reviews from the source. JD.com has implemented multiple online and offline review mechanisms such as video verification, photo re-inspection, and rider supervision to reject "ghost deliveries," and has gradually established data interfaces for electronic merchant licenses with supervision departments in various provinces and cities. Some platforms are piloting delivery riders as food safety supervisors, allowing riders to "snap photos" of the kitchen environment when picking up orders and report them, forming a mobile supervision network. Platforms also label "no dine-in" merchants prominently for consumers to easily identify them.
