The People's Bank of China, the China Banking and Insurance Regulatory Commission, the China Securities Regulatory Commission, and the Ministry of Agriculture and Rural Affairs issued the "Opinions on Coordinating the Establishment of a Normalized Financial Support Mechanism to Help Prevent Backsliding into Poverty and Promote Comprehensive Rural Revitalization". The "Opinions" propose solidifying basic financial services in rural areas, promoting the widespread application of new payment methods like mobile payments, and guiding the extension of mobile payment convenience services to rural areas. They also aim to strengthen and regulate bank card services for agricultural withdrawals, promote and improve specialty payment services such as the "Rural Revitalization Theme Card", prudently promote aging-friendly and barrier-free transformations of bank branches, enhance the access of key populations such as the elderly and disabled to banking services. They further call for the enhancement of the rural credit system, continued assessment of creditworthiness for individual users, villages, and rural groups, exploration of credit evaluations for unique rural industries, lawful actions against credit violations by rural individuals especially those at risk of slipping back into poverty. The "Opinions" also highlight the protection of rural financial consumers' rights, the spread of financial knowledge, prevention of illegal fundraising and telecommunications fraud, and the promotion of financial literacy among rural residents.
