Three departments introduce tax incentives to support technology innovation imports during the "15th Five-Year Plan" period.

The Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation released a notice regarding the preferential tax policies for importing goods to support technological innovation during the "15th Five-Year Plan" period. It pointed out that scientific research institutions, technology development organizations, schools, party schools, and libraries importing scientific research, technology development, and teaching materials that cannot be produced domestically or whose performance cannot meet the needs are exempt from import tariffs, import value-added tax, and consumption tax. For imported publications used for scientific research, technology development, teaching purposes by scientific research institutions, technology development organizations, schools, party schools, and libraries, import value-added tax is exempted.
