Entering the year 2026, the domestic electricity industry is experiencing a profound market-oriented reform. "Cancellation of fixed time-of-use electricity prices" has become a hot topic in the industry, with many regions introducing policies that adjust the fixed time of use electricity price mechanism for users directly participating in electricity market transactions. Journalists analyzing official documents found that as of now, 11 provinces and municipalities in the country have issued relevant notices, mentioning that government-established fixed time-of-use electricity prices will no longer be implemented for users entering the market. Among them, 9 regions have explicitly implemented the policy, while the adjustment plans of Jiangsu and Shanxi provinces are still in the consultation stage. At the national policy level, on December 17, 2025, the National Development and Reform Commission and the National Energy Administration issued the "Basic Rules for the Medium and Long-Term Electricity Market", clearly stating that starting from March 1, 2026, operating entities directly participating in market transactions will no longer have artificially determined time-of-use electricity price levels and periods.
