Xiamen: Make good use of tariff leverage to stimulate industrial vitality.

The aviation maintenance industry is a characteristic industry of Xiamen, but the import tax rate for aviation materials is higher than the price of the engine assembly, making the maintenance cost too high, which has always been a pain point for the industry. In response, the Xiamen Municipal Finance Bureau, together with Xiamen Customs and the Management Committee of Xiamen Free Trade Zone, actively proposed suggestions to relevant ministries to formulate import tax policies for aviation materials, striving to reduce the temporary tax rate for core aviation materials, and comprehensively solve the problems that have been troubling the industry from the perspective of industrial policy. During the "14th Five-Year Plan" period, nearly 2,000 aircraft were repaired for import and export in Xiamen, ranking first in the country, with an output value exceeding 50 billion yuan. The precise release of policy dividends and the proactive leveraging of tariff leverage also stimulate investment. Taking the example of the imported graphite parts required for the wide bandgap semiconductor industry, after the import tariff was reduced by 5 percentage points, the industry enterprises have added investment of over 3 billion yuan in Xiamen in the past three years. Next, Xiamen will continue to adopt a "tariff +" model, amplify the combined effects of local industrial policies and tariff policies, conduct research in conjunction with customs departments, strengthen interactions with universities and research institutions, reserve more diverse policies, make good use of data sharing mechanisms, and continue to promote industrial transformation and high-quality economic development.
