The Fourth Session of the Sixteenth Beijing Municipal People's Congress opened on January 25th. Beijing Mayor Yin Yong delivered the government work report. In terms of work review in 2025, the report mentioned improving the policy priority for employment, providing 112,000 job positions for university graduates, assisting 72,000 people with employment difficulties to find jobs accurately, basically integrating rural labor force into the urban employee insurance system, and implementing the delayed retirement policy smoothly. Efforts have been made to promote educational reform and development, with 8,897 additional universal preschool spots, and enrollment rates of eligible children reaching 96% and 94% respectively; addressing the peak of the student population with an addition of 24,000 primary and secondary school places, deepening the reform of group operations in primary and secondary schools, and maintaining a steady percentage of high school entrance examinations acceptances; promoting the reform and development of municipal universities, and supporting the competition and excellence of departmental universities. Solid progress has been made in the construction of a healthy Beijing, with tertiary public hospitals releasing more than 50% of appointments to community healthcare centers two weeks in advance, an increase of 90% in referrals, children's medical services fully covered by community health service centers, 70% of village health rooms integrated management with township health centers, electronic medical records shared and examination results mutually recognized covering 97% of outpatient visits in secondary and above medical institutions.
