White Paper: China Injects Strong Momentum into Global Climate Governance
The "Action of China on Peak Carbon and Carbon Neutrality" white paper released by the State Council Information Office on the 8th pointed out that China injects strong momentum into global climate governance. China firmly upholds multilateralism, promotes international cooperation, and leads the new global climate governance with Chinese concepts and practices.
The white paper states that China is leading the global climate governance process, actively promoting the signing, entry into force, and implementation of the Paris Agreement, firmly upholding the goals, principles, and framework set out in the United Nations Framework Convention on Climate Change and its Paris Agreement, adhering to the principle of common but differentiated responsibilities and respective capabilities, and promoting the construction of a fair, reasonable, cooperative, and win-win global climate governance system.
The white paper emphasizes that China and the countries participating in the Belt and Road Initiative continue to deepen cooperation in green infrastructure, green energy, green transportation, and other areas. Green has become the distinct feature of high-quality Belt and Road cooperation. China has established energy cooperation platforms with six regions including ASEAN, Arab countries, African Union, Central and Eastern Europe, Shanghai Cooperation Organization, and Asia-Pacific Economic Cooperation. It has also established Belt and Road energy cooperation partnerships with 34 countries and cooperated on green energy projects with over 100 countries and regions.
The white paper points out that China continues to provide high-quality and efficient low-carbon energy equipment to the world, especially developing countries. Products such as wind power, photovoltaics, and new energy vehicles are exported to over 200 countries and regions globally, providing 70% of wind power equipment and 80% of photovoltaic components, leading to a reduction of over 60% and 80% in global wind and photovoltaic electricity costs, respectively. During the 14th Five-Year Plan period, the export of wind power and photovoltaic products has reduced carbon emissions by approximately 4.1 billion tons in other countries.
The white paper introduces that China adopts the integrated model of green concepts, green technology, and clean energy to support developing countries in enhancing their capacity to address climate change. Since 2016, China has provided and mobilized project funds exceeding 177 billion RMB. By the end of October 2025, China had signed 55 memorandums of understanding on South-South cooperation on climate change with 43 developing countries. At the same time, China has implemented over 300 capacity-building projects.
The white paper emphasizes that looking towards the future, China is willing to work with the international community to build the foundation of ecological civilization, walk the path of green development, join hands to address global climate challenges, safeguard the green Earth, and build a cleaner and more beautiful world together.
