White Paper: China Deepens Low-carbon Development in Key Areas

The white paper "China's Action on Carbon Peak and Carbon Neutrality" released by the State Council Information Office on the 8th shows that China is deepening low-carbon development in key areas. China has incorporated carbon peak and carbon neutrality into the overall economic and social development, accelerating the construction of a green and low-carbon production and lifestyle to inject vigorous green energy into high-quality development. The white paper states that industry, transportation, construction, and residential life are important areas for carbon emissions, which have a significant impact on achieving carbon peak and carbon neutrality. The white paper shows that China is vigorously promoting collaborative innovation and integrated development between traditional and emerging industries, focusing on optimizing and upgrading industrial structure, promoting the development of green and low-carbon industries, and continuously improving the level of industrial greening and low-carbonization. China is resolutely curbing the blind development of high-energy-consuming, high-emission, and low-level projects, continuously updating restrictive standards in key industries such as environment, energy efficiency, water efficiency, and carbon emissions, continuously phasing out outdated production capacities in accordance with the law, and promoting the green and low-carbon upgrades in key industries. China continues to build green and low-carbon economic growth points, with the proportion of green and low-carbon industries in the total economic output continuously increasing. China actively leverages the positive role of digitalization in improving resource efficiency and environmental benefits, deepening the application of artificial intelligence, big data, cloud computing, etc. in the electricity system, industrial and agricultural production, transportation, construction, and operation fields. The white paper points out that China is vigorously developing low-carbon transportation tools and equipment, continuously optimizing the transportation structure, and accelerating the establishment of a modern integrated transportation system that is safe, convenient, efficient, green, and economical. China is accelerating the promotion of new energy vehicles, achieving the fastest and largest scale of new energy vehicle promotion and application globally; leading the world in railway electrification; promoting the use of clean power in ships and aircraft; deeply promoting shore power for key regions, routes, and ships; and leading the world in the level of electrification at civil aviation airports. At the same time, China continues to adjust and optimize the transportation structure, and upgrade green transportation infrastructure. The white paper states that China is accelerating the transformation of urban and rural construction methods, with the level of green and low-carbon development of urban and rural construction and the quality of living spaces continuously improving.
