The State Administration for Market Regulation issued the "Supervision and Management Regulations on the Implementation of Food Safety Main Responsibility by Catering Service Chain Enterprises".

In terms of the responsibility sharing mechanism, the Regulations require catering service chain enterprises to implement integrated management, establish a work system and mechanism of headquarters dispatching monthly, branch offices inspecting weekly, and stores controlling daily. At the same time, it emphasizes "grasping the key few", solidifying the management responsibility of the enterprise headquarters, clarifying what the enterprise headquarters "manage" and "how to manage", and detailing the responsibilities and obligations of the enterprise headquarters in assessment, personnel training, "Internet + transparent kitchen", standardized management, food procurement, food safety complaint handling, etc. In terms of legal responsibility, the Regulations specify the corresponding penalties for violations such as catering service chain enterprises failing to establish a food safety management system as required, not appointing food safety management personnel, not verifying permits and food qualification certificates when purchasing goods, not reporting relevant situations to the market supervision department, and the enterprise headquarters transferring its own food safety responsibilities. This enhances the rigidity constraint of the system.
