Shanghai: Encourage e-commerce platforms and others to promote Shanghai beauty brands.
Shanghai has issued "Several Measures to Further Promote the High-Quality Development of the Cosmetics Industry", which includes accelerating paradigm transformation. In terms of accelerating innovation through regulation, for cosmetics companies that research and develop medical devices, the measures announced this time have gained early support and policy guidance resources from regulatory authorities. The measures also emphasize the strengthening of industrial carriers and the promotion of industrial upgrading. It is reported that from 2023 to 2025, Shanghai will add 30 million square meters of "smart manufacturing space" to clear obstacles for the "three-dimensional growth" of manufacturing industry, with cosmetics companies actively participating in industrial upgrading. For example, Shanghai Chengmu, a local brand, is constructing a 12-story vertical factory in Baoshan, breaking through restrictions on land use, building height, and volume ratio. Floors 7 to 9 are cleverly connected to serve as a testing ground for cosmetic packaging technology. Shanghai Juyi Group, which owns brands like Judo and Fermentor, has also moved from contract processing to acquiring a factory in Songjiang, achieving independent control of production capacity. In addition, the measures announced this time also encourage e-commerce platforms to promote Shanghai beauty brands and launch cultivation programs such as "Making Shanghai Manufacturing Famous", with support funding of up to 30 million yuan for each project.
