During the 14th Five-Year Plan period, nearly 2000 counties received assistance.

According to the Ministry of Education, during the "14th Five-Year Plan" period, the Central Organization Department, together with the Ministry of Education, implemented a "group-type" assistance for education talents, supporting 160 key supported counties for rural revitalization in 10 western provinces and cities to improve the management and educational levels of high schools. The Ministry of Education implemented the project of county-level trusteeship and assistance for affiliated universities, organizing 48 affiliated universities and related professional institutions to provide trusteeship and assistance for 115 county-level schools in 23 provinces in the central and western regions, the northeast region, and the Xinjiang Production and Construction Corps. By sending principal and teacher teams, organizing key subject teachers to regularly guide schools, sending outstanding university students to support teaching practices, regularly holding training for county-level school principals and teachers, and sending county-level teachers to affiliated high schools for on-the-job training, the efforts are focused on helping the supported county-level schools improve their management level, teacher professional ability, and education quality. Local areas are also actively organizing local universities and high-quality urban high schools to provide trusteeship and assistance for county-level schools based on actual conditions. Currently, nearly 2,000 county-level schools have been brought under trusteeship and assistance, accounting for about 25% of the total number of county-level schools, establishing a preliminary national demonstration and provincial-led county-level trusteeship and assistance system.
