Minister of Human Resources and Social Security Wang Xiaoping stated at the press conference of the State Council Information Office that employment is the most basic aspect of people's livelihood. The period of the "14th Five-Year Plan" is a time of rapid development in the field of employment, as well as a time of significant challenges in terms of employment difficulties. The pressures of stabilizing growth and employment always exist, and structural employment contradictions continue to be highlighted. General Secretary Xi Jinping attaches great importance to this issue and has issued a series of important instructions and speeches, especially when he presided over the 14th collective study of the Political Bureau of the Central Committee on May 27 last year and delivered an important speech, providing fundamental guidance for the work of employment in the new situation. The Central Committee has specifically issued opinions to promote high-quality and sufficient employment, and all regions and departments have conscientiously implemented them, firmly establishing a view of prioritizing employment, consolidating efforts to promote employment, and providing strong support for the overall stability of the employment situation. By adhering to the concept of employment priority, the policy system prioritizing employment has been improved. Governments at all levels have put employment stabilization on their important agenda and as a priority target for macroeconomic regulation, and have incorporated it into the important contents of people's livelihood. The awareness of "managing industry means managing employment, promoting consumption means promoting employment, expanding employment means implementing projects" is constantly increasing. The policy system prioritizing employment is continuously enriched, forming a systemic policy framework with financial incentives, tax reductions and exemptions, and financial support, as well as establishing systems to reduce social security contributions, stabilize unemployment insurance, and provide subsidies for employment and entrepreneurship support throughout the entire chain. The policy tools are more abundant and more targeted. During the "14th Five-Year Plan" period, the average annual balance of entrepreneurship guaranteed loans is 300 billion yuan, and the average annual expenditure on employment subsidies exceeds 100 billion yuan. Emphasizing precise measures and classified assistance has stabilized the employment basis of key groups. In the "14th Five-Year Plan" period, the number of college graduates has been increasing year by year, exceeding tens of millions every year starting from 2022, which is a valuable talent resource and also a key focus of employment work. The State Council holds special meetings every year for deployment, and we have continuously issued policy documents together with relevant departments, adhering to the direction of market-oriented and socialized employment, improving the employment policy system, expanding employment channels, and stabilizing the employment situation for young people. At the same time, for nearly 300 million migrant workers who rely mainly on working outside for their income, we adhere to the dual efforts of working outside and seeking local employment, deepen labor cooperation between the eastern and western regions, increase the cultivation of labor brands, and expand the path for migrant workers to increase their income through employment. The scale of migrant workers working to lift themselves out of poverty has been maintained at over 30 million, making positive contributions to consolidating and expanding the achievements of poverty alleviation. In the next step, we will focus on the high-quality target of full employment, strengthen planning guidance, improve employment policies, enhance service and training, pay attention to safeguarding rights and interests, expand employment capacity, improve employment quality, and continuously enhance people's well-being.
