Recently, a netizen from Guangyuan, Sichuan, reflected through the "Sichuan Provincial Online Mass Work Platform" that his wife gave birth to the second child in May 2025. In July, his wife consulted the civil affairs office in the household registration location and was told that she could receive a one-time subsidy of 2000 yuan for the second child. After submitting the documents, they were now informed that the subsidy cannot be issued. The netizen mentioned that the reply from the office in the town stated that because the national government introduced a major childcare subsidy policy in August, but we gave birth to the second child in May, within the effective period of the "Ten Measures to Accelerate the Improvement of Birth Support Policies and Promote the Construction of a Child-Friendly Society in Guangyuan City", and after the national childcare policy was implemented, Guangyuan City did not officially suspend the ten measures. Why can't we apply for it now? On September 25, the Guangyuan Municipal Commission of Health and Family Planning replied that in order to alleviate the economic pressure on families raising children and optimize the environment for childbirth, according to the requirements of the "Implementation Plan for Childcare Subsidies" issued by the General Office of the CPC Central Committee and the General Office of the State Council, starting from January 1, 2025, childcare subsidies will be provided for infants and young children under the age of 3 who are legally born, until they reach the age of 3. In order to achieve seamless policy alignment and strictly implement the various decision-making arrangements and work requirements of the national and provincial childcare subsidy systems, Guangyuan City has temporarily suspended the implementation of the "implementation of childcare subsidies for the second and third child" in accordance with the requirement in the "Ten Measures to Accelerate the Improvement of Birth Support Policies and Promote the Construction of a Child-Friendly Society in Guangyuan City" to adhere to new regulations issued by the national and provincial governments. Next, Guangyuan City will soon introduce the "Implementation Rules for Childcare Subsidies in Guangyuan City" to further clarify the relevant policies.
