Recently, the State-owned Assets Supervision and Administration Commission of the State Council held a national conference on the advancement of key national laboratories and the transformation of research institutes among central enterprises, to summarize progress, exchange experiences and practices, and deploy the next steps. Tan Zuojun, member of the Party Committee and Deputy Director of the State-owned Assets Supervision and Administration Commission of the State Council, attended the meeting and delivered a speech. The meeting emphasized that all central enterprises should thoroughly study and implement the important thoughts and instructions of General Secretary Xi Jinping, deeply understand the significance of strengthening basic research in key national laboratories of central enterprises and enhancing the supply of common key technologies in transformed research institutes. It is necessary to promote the construction and operation of key national laboratories at a high standard and quality, focus on national strategic needs, strengthen the layout of basic frontiers, gather top scientific and technological talents, and accelerate the transformation of central enterprise national key laboratories into "three highlands" of basic research, original innovation, and open cooperation. It is important to elevate the position and level of common technical supply and innovation capabilities of transformed research institutes, focusing on the positioning of "common technical supply, leading industry development." Strengthen the functions of "public welfare attributes, common platforms, outcome transformation, and industrial incubation," enhance technological research and development, increase resource allocation, improve mechanisms and policies, and strive to enhance the four capabilities of national strategic support, innovation system organization, common technical supply, and emerging industry incubation. Accelerate the transformation of central enterprise transformed research institutes into an important pole of national strategic technology force.
