A bipartisan coalition of 18 states in the United States is urging federal judges to reject a $425 million settlement agreement reached between First Capital Financial Company and depositors. These states believe that the agreement allows the bank to continue withholding customer interest, which depositors had accused the bank of deceiving customers by not providing high interest rates as promised.
