Today, the relevant person in charge of the Emergency Management Department introduced at the high-quality completion of the "14th Five-Year Plan" series of thematic press conference that in order to solve the difficult problems of broken roads, broken communication networks, and power outages caused by extreme disasters, the emergency management department has pre-positioned large and medium-sized unmanned aerial vehicle communication platforms, emergency communication base stations, and satellite phones in high-risk areas, ensuring that 102,000 disaster-prone remote villages have basic communication equipment. In remote and disaster-prone areas, a number of helicopter take-off and landing points are planned and constructed, and a mechanism for emergency cooperation of unmanned aerial vehicles by social forces in major disasters is established to achieve rapid delivery of rescue personnel and equipment. At the same time, the emergency rescue and relief material guarantee system is improved, with central reserves increasing by 39.6% compared to the end of the "13th Five-Year Plan". Basically, the emergency material reserves at the provincial, municipal, and county levels are fully covered, and a mechanism for material linkage allocation and fast passage channels is established.
