The Horgos Free Trade Zone Court has innovated judicial services to facilitate litigation for both Chinese and foreign parties.

To support the construction of the core hub of the "Belt and Road" initiative, the newly established People's Court of the Horgos Area of the China (Shanghai) Pilot Free Trade Zone in Horgos, Xinjiang, has adopted an online judge witnessing procedure. This has reduced the time for handling entrustment procedures for foreign parties from one month to half an hour. The court has accepted 226 civil and commercial cases, including 105 foreign-related cases involving trade disputes with five Central Asian countries. The court has also appointed people's jurors with extensive international trade experience to provide professional assistance. In addition, the court has established a Foreign-related Legal Center in the legal area to help prevent and resolve trade disputes at their source and promote high-quality economic development in the Horgos area.
