Minister of Education Huai Jinping stated at the press conference on "High-quality completion of the '14th Five-Year Plan'" held by the State Council Information Office on September 23 that, efforts will continue to strengthen the training of top innovative talents in basic subjects such as the "Strong Foundation Plan". Furthermore, the construction of national colleges is being promoted in cutting-edge fields such as artificial intelligence, integrated circuits, and life sciences, exploring the integration of industry and education, and science and education. The launch of the national basic disciplines and interdisciplinary breakthrough plan has begun, with over 100 discipline pilot projects deployed in 9 major fields. Additionally, regional technology transfer and transformation centers are being constructed in the Yangtze River Delta, Greater Bay Area, and Beijing-Tianjin-Hebei region, with the orderly layout of building new research universities. In the western region, collaboration with "Double First-Class" universities and advantage industries to jointly establish higher research institutes is being promoted, providing service for the cultivation and development of new productive forces.
