Strictly guard the red line of 1.8 billion mu of arable land.

Recently, the 15th meeting of the Central Committee for Comprehensively Deepening Reform emphasized the importance of firmly holding the red line of arable land and not crossing it. This bottom line requirement further emphasizes that the arable land red line is our survival line and cannot be crossed at any time, which is of great significance for stabilizing the direction of reform and clarifying the focus of work. Compared to the world average, China's land resources are not abundant, characterized by "more in quantity but less in quality": there is more total land resources, less land per capita, less high-quality arable land, and less arable land reserve resources. The amount of land per capita in China is less than 1/3 of the world average. Among land resources, the quantity and quality of arable land are the most concerning. As a non-renewable scarce resource, once arable land is occupied, even if an equivalent amount of arable land is replenished or reallocated, it will change the spatial layout of arable land and affect the stability of the natural ecosystem. Therefore, to hold the arable land red line, it is necessary to ensure that it is not occupied, establish a comprehensive management system for the quantity, quality, and ecology of arable land, adhere to the principle of balancing quantity, quality, and ecological protection, implement the responsibility of local governments for arable land protection, ensure a balance between occupation and replenishment with an emphasis on the quality, prevent pollution and damage to farmland by industry, and prevent excessive exploitation of land in agricultural production.
