"Leave the island in batches, declare centrally": new regulations on the management of "second-line ports" in the Hainan Free Trade Port are released.

According to Hainan Daily, the Haikou Customs recently formulated the "Management Regulations on 'Batch-by-batch Island Exit, Centralized Declaration' in Hainan Free Trade Port". The term "batch-by-batch island exit, centralized declaration" mentioned in the Regulations refers to the customs clearance model where enterprises can first handle the actual procedures for goods leaving the island in batches, and then centralized declaration procedures to the customs within the prescribed period when "zero-tariff" goods in Hainan Free Trade Port, bonded goods enjoying tariff import and export duty exemption policies, and goods with relaxed trade management measures entering from abroad into Hainan Free Trade Port, and their processing products, enter other areas within the territory of the People's Republic of China through "secondary ports". The Regulations will be implemented from the date of the closure of Hainan Free Trade Port.
