On September 20th, during the opening ceremony of the 2025 World Manufacturing Conference, Liu Liehong, member of the Party Group of the National Development and Reform Commission and Secretary of the Party Group and Director of the National Bureau of Statistics, mentioned that data has become the basic resource and innovation engine for the high-quality development of the manufacturing industry, and the multiplier effect of data elements is accelerating in various industrial scenarios. Liu Liehong stated, "In the process of digitalization, there is a high level of attention and investment in large-scale model computing power, but the emphasis and investment in data are not enough, and there is not a strong market awareness for paying for high-quality data."
Based on this, Liu Liehong suggested three things. First, increase investment in the data field. Manufacturing companies should value the development and utilization of data resources as much as they value technological research and development and equipment renewal. Increase investment in the entire process of data collection, storage, computation, management, and utilization, accelerate the construction of high-quality industry data sets, and help to promote the implementation of "artificial intelligence+" in the industry and enterprises. Second, cultivate market awareness for paying for high-quality data. Form a consensus for paying for high-quality data, actively cultivate the data element market, and ensure a good situation where data can be supplied, flow, be used effectively, and be kept secure. Third, jointly prevent and eliminate over-competitive behavior. Over-competitive behavior offsets the benefits brought by digital transformation. Some companies, especially leading companies with strong digital capabilities, should return to a development model driven by innovation and data.
