Liaoning: Establish a hierarchical and classified database for cultivating specialized and innovative "small giants" enterprises and individual champion enterprises.

Recently, the Liaoning provincial government issued the "Several Measures to Promote the High-Quality Development of Private Economy in Liaoning Province". There are a total of 5 measures to cultivate and strengthen the main entities of operation, including supporting individual industrial and commercial households to upgrade to enterprises, allowing "individual to enterprise" operating entities to continue using their original names, establishment dates, and industry characteristics. The system for cultivating high-quality enterprises will be improved, with specialized and classified layers to establish a library for cultivating "small giants" enterprises, single-item champion enterprises, and encouraging more large-scale enterprises to enter the ranks of national industry leaders and leading enterprises. Encouragement will be given for universities and research institutions to open up and share key laboratories, research equipment platforms, scientific data, and technology reports with private enterprises.
