The "Several Measures" issued by Liaoning Province this time, together with the policy measures in various fields issued by relevant provincial departments to support the development of the private economy, have jointly constructed a provincial-level "1+N" policy system, continuously enhancing external expectations, stimulating market vitality, optimizing the business environment, and effectively improving the sense of acquisition and satisfaction of private enterprises from the policy level. Among them, there are 6 measures to optimize the fair competition environment, including strictly implementing the negative list for market access, implementing the system of fair competition review, and promoting the general implementation of "non-prohibition means entry". Strictly enforce the "six non-permissible" in bidding and tendering, not violating laws and regulations, and not restricting or excluding private enterprises from participating in bidding activities. Support private enterprises to participate in government procurement, encourage the procurement parties to sign contracts with small and medium-sized enterprises with a prepaid amount not less than 40% of the contract amount in principle.
