The Ministry of Natural Resources has reviewed and approved the "Guidelines for Optimizing and Activating Existing Urban Spaces."

The "Guidelines" clearly state that activating and optimizing existing space is one of the important tasks in the overall planning and detailed planning of the national land space. It determines the content of planning at different levels, establishes a hierarchical and dynamically maintained mechanism, fills the technical standard blank on how to compile plans for existing space, and enables national land space planning to better adapt to the trends of economic and social development in the existing period and the needs of national land space development and protection. The "Guidelines" strengthen the effective transmission mechanism of planning objectives at different levels. Different levels of national land space planning have different spatial scale characteristics, from city and county areas, urban areas to planning units, implementation units, the investigation and identification of existing resources, and the delineation of key areas need to gradually focus on precision. Planning objectives, control indicators, and design guidance requirements need to be gradually refined and determined. By establishing and strengthening a mechanism of hierarchical transmission and overall coordination, projects can better meet the planning intent in terms of generation and implementation, while also maintaining bottom-line requirements.
