The Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, delivered a new policy address at the Legislative Council of the Hong Kong Special Administrative Region today. Lam stated that the Education Bureau of the Hong Kong Special Administrative Region Government will establish a "Study in Hong Kong Special Class", in collaboration with the University Grants Committee, Innovation and Technology Bureau, Hong Kong Talent Services Office, sub-degree colleges, overseas economic and trade offices, and mainland offices to promote higher education in Hong Kong. This includes: 1. Launching a large-scale promotional campaign "Hong Kong: Your World-class Campus" to promote Hong Kong's excellent academic, scientific research, and international cooperation resources; 2. Allocating HK$40 million in grants from the University Grants Committee to support eight subsidized universities to increase international and mainland promotion and student recruitment. The Education Bureau will also lead efforts to promote sub-degree colleges to organize more summer study programs to attract non-local high school students to experience Hong Kong; 3. Promoting sub-degree colleges to launch more high-value-added "Study in Hong Kong" activities and promote the "Study in Hong Kong" brand. Additionally, non-local students studying in Hong Kong on a self-financed basis will be allowed to increase their non-subsidized student places. Starting from the 2026/27 academic year, the maximum number of self-financed non-local students in each subsidized sub-degree college will increase from 40% of the local quota to 50%.
