The regulations state that the administrative authorities of the State Council for the tobacco monopoly shall uniformly manage the import and export of duty-free tobacco products according to the state-owned trade method. Wholesale and retail enterprises are not allowed to purchase or sell duty-free tobacco products that are not listed in the product catalog.
