Wisdom Financial APP has learned that recently, in order to implement the State Council's requirements for strengthening the supervision of tobacco products in the domestic duty-free market, the State Tobacco Monopoly Administration has formulated the "Regulations on the Management of Tobacco Products in the Domestic Duty-Free Market," which will be implemented starting from January 1, 2026. The regulations state that the administrative authorities of the State Council for the tobacco monopoly shall uniformly manage the import and export of duty-free tobacco products according to the state-owned trade method. Wholesale and retail enterprises are not allowed to purchase or sell duty-free tobacco products that are not listed in the product catalog. All relevant enterprises should regulate their marketing behavior and not induce consumers to purchase duty-free tobacco products through excessive packaging or confusing consumer awareness.
