National Development and Reform Commission: Speed up the promotion of remote cross-regional bidding evaluation.

The General Office of the National Development and Reform Commission has issued a notice on accelerating the promotion of remote cross-regional bid evaluation. The notice points out that bidding and tendering guidance and coordination departments at all levels should play a leading role, strengthen coordination with various administrative supervision departments, and actively implement the formation of expert pools for bid evaluation units and public resource trading centers. Based on technical standards, each region should, on the basis of normalizing the promotion of remote cross-regional bid evaluations within the province, strengthen cross-provincial cooperation through signing agreements, memorandums, and other ways, further clarify cooperation contents such as compensation for secondary venues, service guarantees, and regulatory coordination, and accelerate the promotion of remote cross-provincial bid evaluation. Encouraging state-owned enterprises to conduct remote cross-regional bid evaluations in accordance with this notice. The China Bidding and Tendering Public Service Platform should establish a national remote cross-regional bid evaluation sharing node, and continue to provide technical support in accordance with the principles of open source, neutrality, sharing, and compatibility. The National Development and Reform Commission will organize the China Bidding and Tendering Association and relevant participating units to continuously optimize and improve technical standards based on practical application, and improve the scientificity and operability of technical standards.
