Two departments: Improve the pricing mechanism and promote the consumption of new energy generated electricity near its source.

The National Development and Reform Commission and the National Energy Administration issued the "Notice on Improving Pricing Mechanism to Promote the Nearby Consumption of New Energy Generation" on the 12th. It proposes that projects for nearby consumption with new energy generation as the main power source, which connect as a whole with the public grid in terms of power source, load, energy storage, etc., and form clear physical interfaces and safety responsibility interfaces, the public grid should provide reliable power supply services according to the connection capacity, to ensure safe and stable electricity consumption. The power source of nearby consumption projects should be connected to the user side and the user side of the public grid property boundary point. The ratio of self-generated and self-consumed electricity to the total available electricity generation capacity of the new energy sources should not be less than 60%, and the ratio of total electricity consumption should not be less than 30%, with the addition of new projects not less than 35% starting from 2030. Projects should have separate metering conditions, with metering devices installed by the power grid company at the generation, plant use, grid connection, self-generation and self-consumption, energy storage, and other key points, to accurately measure the electricity data at each link.
