On the afternoon of September 11th local time, many areas in the Kanto region of Japan experienced heavy rainfall, causing major transportation disruptions. Monitoring data from the Japan Meteorological Agency showed that in the hour leading up to 3:20 PM that day, some areas in Tokyo experienced rainfall exceeding 130 millimeters. The Japan Meteorological Agency also issued heavy rainfall warnings for multiple areas in Tokyo that day, urging the public to pay attention to weather information and remain vigilant against landslides, urban flooding, and river floods. The heavy rainfall severely affected transportation, with the Japanese Ministry of Land, Infrastructure, Transport and Tourism reporting that flights at Tokyo's Haneda Airport were significantly delayed in the afternoon, and multiple railway lines were temporarily suspended. Some roads in Tokyo's Shibuya district experienced flooding, and water levels in several rivers rose sharply. There were also localized power outages in the Kanto region, affecting thousands of households.
