On September 8, the third Business Environment Forum opened in Xiamen. Zhou Haibing, Deputy Director of the National Development and Reform Commission, attended the opening ceremony and delivered a speech. Zhou pointed out that during the "14th Five-Year Plan" period, China has steadily expanded institutional openness, reduced the negative list for foreign investment twice, implemented the Foreign Investment Law and its implementing regulations, strengthened services for major foreign investment projects, supported foreign companies' equal participation in large-scale equipment upgrades and trade-in programs for consumer goods, and achieved noticeable results in building an internationalized business environment. Next, the National Development and Reform Commission will fully implement the decisions of the Party Central Committee and the State Council, deepen reform and innovation, further create a fair and efficient market-oriented business environment, a stable and just rule-of-law business environment, and an open and interconnected international business environment, providing more development opportunities for investors from various countries. At the forum, the Legislative Affairs Department released innovative practices of national business environment in 2025.
