On September 8th, the third Business Environment Forum opened in Xiamen, with Deputy Director of the National Development and Reform Commission, Zhou Haibing, attending the opening ceremony and delivering a speech. Zhou Haibing pointed out that during the "14th Five-Year Plan" period, China has steadily expanded institutional opening-up, twice reduced the negative list for foreign investment access, implemented the Foreign Investment Law and its implementation regulations, strengthened services and guarantees for significant foreign investment projects, supported equal participation of foreign-funded enterprises in large-scale equipment renewal and consumer goods upgrades, and achieved significant results in internationalizing the business environment. Next, the National Development and Reform Commission will fully implement the decisions and arrangements of the Party Central Committee and the State Council, deepen reform and innovation, further create a fair and efficient market-oriented business environment, a stable and just legal business environment, and an open and interconnected international business environment, providing more development opportunities for investors from all countries.
